National IVF Programme (2025)

Real support for infertile couples and single individuals who wish to have a child is provided by the Romanian state. In 2025 as well, the Ministry of Labour, Family, Youth and Social Solidarity continues to support the fight against infertility by funding 6,600 in vitro fertilisation procedures.

The programme offers reimbursement of up to 15,000 lei for each approved case, covering essential treatment costs and the required medication.

Each approved patient may benefit from:

• Medication reimbursement: Up to 5,000 lei, covered through the Ministry of Health’s network of partner pharmacies.
• Procedure reimbursement: Up to 10,000 lei, transferred directly to the clinic.
• One reimbursed procedure per year.

Treatments covered include both IVF and ICSI, as medically recommended.

To qualify for the National IVF Programme 2025, applicants must meet the following criteria:

• Romanian citizenship and legal residence in Romania.
• Age between 20 and 45 years.
• A confirmed infertility diagnosis from a specialist.
• A valid medical recommendation for IVF or ICSI.
• No previous funding received through the programme in the current calendar year.

Eligibility is open to couples (married or not) and single women.

Applicants will need to prepare:

• Application form (provided by the Ministry of Health).
• Identity documents (for both partners or individual applicant).
• Medical certificate confirming infertility diagnosis.
• Specialist recommendation for IVF/ICSI.
• Informed consent.
• Proof of income (if applicable).
• Other documents as specified by the Ministry.
