National IVF Program 2025 supports infertile couples and infertile women in achieving a pregnancy by offering financial assistance of up to 15,000 lei (5,000 lei for medication and 10,000 lei for the IVF procedure).

It is estimated that 95% of infertility cases can be treated, and this sNational IVF Program facilitates access to modern in vitro fertilisation procedures.

Eligible women are between 20 and 45 years old, with or without a partner, and the files must be submitted and validated no later than 30 November 2025, within the limit of the approved budget.

Financial support is granted in chronological order of submission of complete files, which is why it is important to register as early as possible.

What is the National IVF Program 2025

The Ministry of Family coordinates the National IVF Program 2025, with the purpose of increasing birth rates by reimbursing the costs of in vitro fertilisation (IVF) treatment.

The National IVF Program covers an important part of the IVF procedure costs for couples and women who meet the eligibility criteria.

Eligibility criteria for the National IVF Program 2025

If you are between 20 and 45 years old (the woman’s age, calculated on the date of submitting the application for enrolment in the National IVF Program), you may be eligible for the National IVF Program 2025, provided you meet all the conditions below.

Age and civil status

  • The age of the female applicant must be between 20 and 45 years, and this age is calculated on the date of submitting the application for enrolment in the National IVF Program.
  • At least one of the two beneficiaries, members of the infertile couple (married or unmarried), or the single infertile woman, must be a Romanian citizen and have domicile in Romania.
  • The two members of the infertile couple (married or unmarried) or the single infertile woman must be insured in the Romanian public health insurance system.
  • The applicant/applicants undertake that the recommended specialist medical procedures will be carried out in a partner healthcare unit of the Program, public or private, located on the territory of Romania and accredited to perform this type of activity.

All the above conditions must be fulfilled cumulatively.

Couples or single women enrolling in the program must have a medical indication for in vitro fertilisation issued by a fertility specialist.

Infertility diagnosis

The medical confirmation of the infertility diagnosis is made by the specialist physician.

Couples or single women enrolling in the National IVF Program must have an indication for in vitro fertilisation (IVF) issued by a fertility specialist.

Required documents

The application file for the National IVF Program 2025 includes:

  • Application form, completed and signed by both partners in the case of couples (download here).
  • Statutory declaration (declaration on one’s own responsibility), completed by both partners in the case of couples (download here).

  • Consent regarding the processing of personal data, signed by both partners (download here).
  • Copies of identity documents, stamped “true to the original” and signed in handwriting by both partners in the case of couples.
  • Certificate proving the status of insured person in the Romanian public health system, valid at the time of submission, for both partners (printout from the CNAS platform, employee certificate, or certificate issued by the health insurance funds).

Where do you submit the file?

The complete file is uploaded to the online platform dedicated to the National IVF Program 2025, up-comunitate.ro, section FIV3.

The enrolment period in the program is 20.10 – 30.11.2025. After this date, no new files will be accepted.

Within 60 calendar days from the date of submission of the complete documentation, the beneficiary/beneficiaries will receive, via the digital platform, the result of the file assessment.

If the file is incomplete or incorrectly filled in, the evaluation committee sends a single notification via the digital platform, requesting additional documents and/or correction of the documents.

Following this notification, you are required to submit the additional and/or corrected documents within a maximum of 10 calendar days. The additional documents requested must be valid at the time the file is completed.

If you do not submit the requested additional or corrected documents within the deadline, the file will be declared rejected.

If the file meets the eligibility criteria, the committee communicates the result of the analysis via the digital platform.

After approval of the Evaluation Report, the Financial Support Agreement is generated in the beneficiary’s account; it must be signed in handwriting and uploaded to the digital platform within a maximum of 5 calendar days from receipt. Otherwise, the beneficiary is declared rejected.

The beneficiary is required to initiate the in vitro fertilisation procedure within a maximum of 6 months from the start date of the validity period indicated on the voucher.

In case of medical impossibility, the beneficiary must notify the Ministry (MMFTSS) and request an extension of the deadline before the expiry of the 6 months. The deadline may be extended by a maximum of 3 months, only in medically justified cases, based on a document issued by a physician specialised in obstetrics-gynaecology and with competence in infertility treatment, with the prior approval of MMFTSS.

The beneficiary is required to use the medication voucher and the medical procedures voucher exclusively at pharmacies and healthcare units that are partners in the National IVF Program. Changing the partner healthcare unit after the file has been declared eligible is prohibited.

How to enrol in the National IVF Program2025

The main steps for enrolment are:

  1. Complete the file with all the required documents.
  2. Upload the file to the online platform dedicated to the Program, up-comunitate.ro, section FIV3.
  3. Wait for the file to be validated by the committee.
  4. After approval, you receive confirmation of funding and the Financial Support Agreement, which must be signed and uploaded to the platform.

Costs and financial coverage

The financial support granted through the National IVF Program 2025 is up to 15,000 lei per infertile couple or infertile woman.

Which medical procedures are reimbursed?

The reimbursed medical procedures, according to the indication of the physician specialised in obstetrics-gynaecology and competent in infertility treatment and medically assisted human reproduction, are:

  • retrieval of own oocytes by follicular puncture, performed under local anaesthesia or sedation, as appropriate;
  • sperm processing;
  • insemination of oocytes (own or donated, in accordance with the law) for fertilisation;
  • embryo culture for 72 or 120 hours, depending on the procedure agreed with the clinic;
  • embryo transfer;
  • monitoring the case evolution, which consists of:
    • performing a serum beta-hCG test 2 weeks after embryo transfer;
    • gynaecological and ultrasound examination at 6 weeks after embryo transfer, if the beta-hCG test is negative;
    • ultrasound monitoring of the pregnancy at 6 weeks after embryo transfer, if the beta-hCG test is positive.

Which medical services are not reimbursed?

The list of medical services that are not reimbursed from the funds allocated to the Program (without being limited to these) includes:

  • preliminary paraclinical investigations (established by each healthcare unit, according to its own protocol, if conditions that could affect the evolution of treatment or pregnancy are detected);
  • genetic diagnosis of embryos;
  • cryopreservation of oocytes, sperm or embryos;
  • surgical retrieval of spermatozoa;
  • intravenous general anaesthesia during oocyte retrieval;
  • ICSI (Intracytoplasmic Sperm Injection) procedure;
  • retrieval of donated oocytes.

How is reimbursement done?

The financial support granted through the National IVF Program 2025 is 15,000 lei and is provided in the form of two digital vouchers:

  • 5,000 lei for the purchase of medication;
  • 10,000 lei for the in vitro fertilisation procedure.

Both vouchers are granted simultaneously, in the account on the digital platform, after eligibility has been confirmed and the agreement has been signed.

The vouchers are valid for 12 months from the date of their issuance.

Within the Program, a beneficiary may apply for and receive financial support for a maximum of three distinct procedures during one calendar year, for the entire duration of the Program.

Important:

  • Persons or couples who meet the eligibility criteria set out in the National IVF Program may apply.
  • Persons who have already benefited from financial support under similar program run by other institutions (for example, the National IVF Programme 2 ASSMB) cannot submit an application file.
  • The IVF indication document must be issued after the date on which the partner healthcare units became affiliated with the National IVF Program.
  • For beneficiaries of the IVF 2024 Program, enrolment in the new session is possible only after completion of the reimbursement process for the procedure carried out with last year’s vouchers, a reimbursement that must be registered and validated on the digital platform.
  • All documents must be complete, correctly filled in, and uploaded to the digital platform in the required format.

Success rates in the National IVF Program 2025

The pregnancy success rate through IVF is generally around 25–40%, depending on several individual factors.

The success rate is influenced mainly by:

  • the woman’s age;
  • ovarian reserve;
  • the quality of the embryos obtained.

Risks and medical recommendations

The most common risks associated with IVF procedures are related to emotional stress and multiple pregnancy.

Ovarian hyperstimulation syndrome may also occur, caused by an exaggerated response of the ovaries to hormonal treatment.

Is oocyte donation accepted through the program?
The program allows insemination of donated oocytes, in accordance with the law. The costs of retrieving donated oocytes are not reimbursed, but IVF procedures with donated oocytes may be reimbursed in certain situations provided for in the programme.

What is the amount of funding?
The maximum amount of funding is 15,000 lei (5,000 lei for medication and 10,000 lei for the IVF procedure), granted in the form of two digital vouchers.

How long does it take to receive a response regarding the file?
Within 60 calendar days from the date of submission of the complete documentation, the beneficiary/beneficiaries receive the result of the file assessment via the digital platform.

Which clinics are accredited?

Can a couple without legal marriage participate?
Yes. The program allows the enrolment of unmarried couples, as well as single women, provided that all eligibility criteria are met.
